In November, Burgess Owens will be on the ballot facing Democrat Greg Sagan.
The Cook Political Report says UT-04 is a ‘lean democratic’ district, giving it a slight blue incumbent advantage for 2020.
However, Cook’s partisan voting index (PVI) rates Utah’s 4th district +13 for the GOP, so defeating Democratic incumbent Ben McAdams will depend on Republicans getting to the ballot box.
